He was born December 7, 1934, in New Haven, to Herman and Emily (Doebelle) Cramer.
William was a lifelong resident of Upson Terrace in New Haven.
He attended his grammar school in New Haven and The Hopkins High School, also in New Haven.
William graduated with a Bachelor of Science degree in mechanical engineering from the University of Connecticut in 1956.
