Lary, who was Mayor of Stonecrest at the time, signed the CARES Act requirements in September 2020. The resolution also backed a plan for how most of the Stonecrest relief funds would be paid for. The project gave the Stonecrest Cares Program $1 million for mask distribution.
The money was given to COVID-19 for testing, education, and other things. The program sends the money to the churches and non-profits in the Stonecrest area. It also helps the COVID-19 CARES Act Small Business Program with $5 million.
But because of Lary’s plan, Stonecrest has not given $6 million to the Stonecrest Cares Program and the Small Business Program.

It was said that Lary had stolen the money in three different ways. First, Lary plotted with Boone, who was also found guilty of plotting. Second, he said that checks had been sent to the church with the aid money.
